Title A name given to the resource The Ukrainians and the Manitoba School Question: 1916 Subject The topic of the resource Ukrainian Canadians Education Ukrainian Bilingual Education History Description An account of the resource At the third Institute seminar of the 1977-78 academic year, held on November 3, Andrij Makuch, fourth-year honors student in history, spoke on "The Ukrainians and the Manitoba School Question: 1916." / In an attempt to mollify the French, the Laurier-Greenway Compromise of 1897 amended the Manitoba School Act to allow for bilingual education where "ten or more pupils" spoke a non-English tongue. It was not foreseen that combinations of English with Polish, German, or Ukrainian would become common. As many of the non-English, non-French immigrants were of the Catholic faith, the French Archbishop of St. Boniface, Abelard Langevin, came to their defence, seeing their native tongue as the "rampart" of their faith, as in the case of the French. His greatest ally in assuring bilingual and predominantly Catholic school districts was the Conservative premier, Sir Rodmond Roblin, who subscribed to a liberal theory of education. However, his powerful but corrupt political machine had neglected to institute much-needed educational reforms. The reform-minded Liberals who succeeded him abolished bilingual education as much to assimilate the children of the foreign-born as to institute certain educational reforms; it was a decision made well in advance of the official study of the bilingual schools' effectiveness in teaching English -- on the basis of which the Liberals claimed it was necessary to abolish the bilingual classes. Dr. Borys dealt with the manner in which the Soviet Russian sphere of influence had expanded into Ukraine, as a case study of the application of the Marxian-Leninist theory of the self-determination of nations in one of the most important regions of eastern Europe. After seizing power in Russia proper in 1917, the Russian Bolsheviks, contrary to their own theoretical premises and claims, began to reincorporate non-Russian territories into the new Soviet Russian empire. The introduction of control by Moscow in Ukraine, which by that time had established its own government, was the result of military conquest. Dr. Borys argued, and not, as Soviet historiography claims, of support from the Ukrainian proletariat. On September 2, 1977, Mr. Leonid Plyushch, a well-known Soviet Ukrainian dissident and former political prisoner presented an Institute seminar entitled "Detente, the Helsinki Accords and the Soviet Opposition: A Discussion with Dissident Leonid Plyushch." Before his dismissal and imprisonment in 1968 Mr. Plyushch worked in the Institute of Cybernetics of the Academy of Sciences of the Ukrainian SSR in Kiev. He was allowed to leave the Soviet Union on January 8, 1976 following an international campaign on his behalf. The chairmen of a number of University departments, as well as several invited guests, attended the seminar. / Mr. Plyushch began by discussing the economic and moral crises facing Soviet society. The present leadership does not allow for an open discussion of the poor state of the Soviet economy and the rising crime rate, and relies on an elaborate system of "disinformation" to conceal these problems. There is a serious lack of information about crime and various forms of deviance in the Soviet Union, and even scientific-technological research is hampered by the prevailing secrecy and by strange (even irrational) demands from above. To continue stifling discussion of the problems, however, will prove fruitless. The contradictions in Soviet society, Plyushch declared, will lead to a political crisis, unless there is greater democratization in all sectors of public life. / The dissidents, those who refuse to go along with the system of the "big lie," demand that the Soviet Union respect its own constitution and the international human rights agreements which it has signed. All sectors of public opinion in the West must ensure that Soviet and western governments do not find some accommodation which would allow for the continuing repression of free thought in the Soviet Union. / The most valuable aspect of the seminar was its interdisciplinary character. During the stimulating question period, Mr. Plyushch, dealt with a wide range of questions on topics such as Soviet scientific policy, child psychology, the theory of games, and structuralism. Title A name given to the resource Ivan Kozachenko "A City on the Brink of War: Kharkiv During and After the “Russian Spring” Description An account of the resource Ivan Kozachenko "A City on the Brink of War: Kharkiv During and After the “Russian Spring” After President Viktor Yanukovych was ousted in late February 2014, pro-Russian protests swept eastern and southern regions of Ukraine. Driven by fear and outrage, people joined anti-Maidan demonstrations. They voiced demands for federalization, and then, inspired by the quick and nearly bloodless annexation of the Crimea, made separatist claims, demanding that southeastern regions of Ukraine be integrated into Russia. In the Russian media, these popular uprisings were dubbed the “Russian Spring” (by analogy with the “Arab Spring”) and were thought to herald the revival of Russia as a global superpower. While pro-Russian separatist revolts in Donetsk and Luhansk subsequently turned into armed struggle between Russia-backed combatants and the Ukrainian military, the city of Kharkiv remained under the control of Ukrainian authorities. Taking this outcome as a starting point for discussion, the lecture seeks to provide a more nuanced picture of the context and consequences of the pro-Russian uprising in Kharkiv. It is based on a study that tests theorizations of national identity and “networked social movements” against empirical data from qualitative content analysis of online groups on social media, expert interviews with local politicians, journalists, and social scientists, and in-depth interviews with anti-Maidan supporters. Ivan Kozachenko is a Stasiuk post-doctoral fellow at the Canadian Institute of Ukrainian Studies, University of Alberta. He completed his MA and BA in sociology at the V. N. Karazin National University of Kharkiv, Ukraine. He obtained his PhD in sociology from the University of Aberdeen, UK, in 2013. Post-Maidan democratic change and Russian aggression contribute, on the one hand, to the social legitimacy of Russian as one of the languages spoken by Ukraine’s citizens and, on the other, to the acknowledgment of the special role of Ukrainian as the national language. Accordingly, both languages are actively used and mostly accepted by Ukrainians as appropriate for social-network communication. Russia and the Debate on Federalism/Decentralization in Ukraine and Other Post-Soviet States There is a broad consensus on the need for administrative decentralization in Ukraine. Most discussions of this topic, however, downplay and sometimes demonize federalism as a viable option for the country, largely because of the way in which Russia's political leadership has aggressively promoted Ukraine's federalization. To understand the nature of recent debates on decentralization/federalism in Ukraine, and Russia's role in these debates, it is important to examine the logic of Moscow's earlier proposals for the federalization of Georgia and Moldova, as well as the current state of federalism in the Russian Federation. The presentation will also briefly address the nature and implications of Ukraine’s recent decentralization initiatives.
