The 41st annual Shevchenko Lecture, co-sponsored by CIUS and the Ukrainian Professional and Business Club of Edmonton, was delivered on 30 March 2007 by Dr. Peter J. Potichnyj, a leading authority on Ukrainian wartime insurgency, who spoke on “The Ukrainian Insurgent Army (UPA): What Have We Learned 65 Years after Its Founding?”<br /><br /> In his lecture Dr. Potichnyj addressed some of the key controversies surrounding the UPA. The first concerns the common practice of conflating the Organization of Ukrainian Nationalists (OUN), especially the faction led by Stepan Bandera (OUN-B), with the UPA, giving rise to the joint acronym OUN-UPA. Professor Potichnyj pointed out that this hyphenated designation was first used by Soviet security organs to discredit the UPA by linking it with the OUNs integral-nationalist ideology of the 1930s. While acknowledging the important role played by OUN members in the UPA, Dr. Potichnyj stressed that the latter was subordinate to the Supreme Ukrainian Liberation Council (Ukrains'ka Holovna Vyzvol'na Rada), an underground governing body more broadly based than the OUN-B. The second controversy concerns estimates of the number of people involved in the UPA and underground activities generally. The Soviet-sponsored image of the UPA as a collection of undisciplined bands of gangsters has fuelled the third controversy. Here, Professor Potichnyj stressed the UPAs resemblance to a regular army, noting Soviet efforts to create armed groups that looked like UPA units and imitated them. Professor Potichnyj also discussed controversies related to ideology, concluding that the ideology of the UPA was based largely on the democratic wartime writings of Osyp Diakiv (Hornovy), P. Poltava (Fedun), and others, not on the integral nationalist ideas of Dmytro Dontsov, who came to prominence between the wars. Professor Potichnyj also discussed the Polish-Ukrainian conflict, stressing its long history and suggesting that land hunger was partly to blame for the ferocity of the struggle and the involvement of peasants in the Volhynian tragedy of 1943, when many Polish civilians were slaughtered. Other factors included plans to incorporate Volhynia into Poland, German and Soviet meddling, and the inability of Polish and Ukrainian underground leaders to reach an understanding. With regard to the Holocaust, Dr. Potichnyj noted that although the Ukrainian populace was aware of the mass murder of Jews in Ukraine, there is no documentary evidence to support the assumption that the UPA welcomed or supported it. The greatest failure of the Ukrainian underground leadership, however, was that it did not issue condemnations or proclamations of concern. Dr. Potichnyj also pointed out that he knew of no instance of Jewish leaders attempting to contact the Ukrainian underground leadership.<br /><br /> During the lecture and in the question period, the guest speaker drew on his own wartime experiences. Dr. Potichnyj, who comes from the village of Pawlokoma (Pavlokoma) near Przemysl (Peremyshl), now in Poland, became a guerrilla soldier at the age of fourteen after the mass killing of his fellow villagers by Polish Home Army (Armia Krajowa) soldiers in March 1945. Dr. Potichnyj served in the UPA until 10 September 1947, when the remnant of his company (36 soldiers), led by Mykhailo Duda (Hromenko), crossed from Soviet-occupied Austria to the US-controlled zone of Germany. He earned his Ph.D. in political science from Columbia University in 1966 and began his academic career that year as professor of political science at McMaster University in Hamilton, Ontario. He retired in 1995.<br /><br /> Throughout his career, Dr. Potichnyj has had a particular interest in relations between Ukrainians and their neighbours. He organized scholarly conferences on this subject that resulted in the publication of the following books by CIUS Press, which he edited or co-edited: Poland and Ukraine: Past and Present (1980); Ukrainian-Jewish Relations in Historical Perspective (1988); and Ukraine and Russia in Their Historical Encounter (1992).<br /><br /> Since 1975 Dr. Potichnyj has served as editor-in-chief of the documentary series Litopys UPA, of which 61 volumes have been published to date. He is co-editor of Political Thought of the Ukrainian Underground: 1943-1951 (Edmonton, 1986), published by CIUS Press. <span style="font-size:13px;color:#000000;font-weight:400;text-decoration:none;font-family:Arial;font-style:normal;">CIUS Shevchenko Annual Lecture audio.<br /><br />Co-organized by CIUS and the Ukrainian Professional and Business Club of Edmonton, the forty- sixth Shevchenko lecture at the University of Alberta was given by James Sherr, a senior fellow of the Russia and Eurasia Programme at the Royal Institute of International Affairs (London), who spoke on “Ukraine and the Russian Question” (9 March 2012).<br /><br /> Mr. Sherr analyzed the Russian factor in the current Ukrainian historical and political situation. Speaking about the legacy of Kyivan Rus' which Russians claim as the wellspring of the imperial tradition constructed by their eighteenth-century tsars, he noted that while some specifics of the Russo- Ukrainian relationship may have changed with Ukraine’s declaration of independence in 1991, its fundamental nature has not. He referred in particular to the complex issue of identity, which has been at the core of recurring tensions between the two nations. Citing Vladimir Putins recent article on the national question in Russia, Sherr noted its concept of a common Russian civilization with the Russian nation as its constituent core. This notion has invariably served to justify imperial expansion into neighbouring regions.<br /><br /> Mr. Sherr argued that there have been no significant changes in Russia’s attitude toward Ukraine since the collapse of the Soviet Union. Recovering from what Putin called the “greatest geopolitical catastrophe of the twentieth century,” today’s Russian leadership seeks to restore Moscow’s former “sphere of influence” and recapture the proud past of the Russian imperial state. The recent war with Georgia, the territorial provocations at Tuzla, the use of energy as a political tool, and attempts to thwart Ukraine’s European aspirations are all indications of Russia’s real intentions with regard to Ukraine. Russia certainly feels threatened because of its loss of superpower status, said Mr. Sherr, but it is concerned above all to maintain its imperial legacy and identity, not least by developing an increasingly authoritarian political culture. Putin’s anti-Western attitude and traditional Soviet-era beliefs strike a responsive chord with many Russians, which allows him to advance his current political agenda while Europe and other Western countries are preoccupied with their own economic and political problems.<br /><br /> Mr. Sherr argued that it is in the best interest of the Euro-Atlantic democracies to preserve an independent Ukraine and promote the development of its civil society and cultural institutions. He emphasized that Ukraine’s sovereignty must be respected in accordance with international law. A democratic and European Ukraine would thus serve as a model to democratize Russia, which will otherwise remain a source of authoritarianism in the region. <br /><br />Mr. Sherr concluded that the greatest threat to Ukraine is Ukraine itself. Despite ongoing attempts by the West to encourage political and economic reforms, Ukraine has largely squandered these opportunities. It failed to act on its proclaimed European aspirations, entailing a market economy and political democracy, and remained mired in post-Soviet inertia, a non-transparent business culture, and a drift toward authoritarianism.<br /><br /> Between 1995 and May 2008, James Sherr was a fellow of the former Conflict Studies Research Centre of the Defence Academy of the UK and is a member of the Social Studies Faculty of Oxford University. He has been a long-standing adviser to governments in the UK and the EU and to NATO, and advised Ukraine for many years on defence/security sector reform and related issues. <span style="font-size:13px;color:#000000;font-weight:400;text-decoration:none;font-family:Arial;font-style:normal;">CIUS lecture audio.<br /><br />Co-organized by CIUS and the Ukrainian Professional and Business Club of Edmonton, the forty-seventh Shevchenko lecture at the University of Alberta was given by Kateryna Levchenko, who spoke on “Indifference to the Violation of Women’s Rights in Ukraine as a Social Problem” (21 March 2013). Dr. Levchenko is widely recognized as a strong advocate of women’s rights in Ukraine and is also known internationally for her work on the crime of trafficking in human beings, especially women and children.<br /><br /> Dr. Levchenko emphasized that an important aspect of modernization is the guarantee of effective civil, political, and economic rights for women. According to analysts at the World Economic Forum in Davos, Ukraine currently ranks sixty-third among seventy-five countries in the so-called global gender gap. Women’s rights in Ukraine are violated in a variety of ways. Salaries for men doing work of the same value as women remain 25 per cent higher. In the political sphere, women’s representation in the higher tiers of power remains low. Domestic violence in Ukraine continues to grow at an alarming rate.<br /><br /> Dr. Levchenko concluded with the substantial gains that have been made in Ukraine over the last few years with regard to women’s rights. These include the formation of an Expert Council, of which Dr. Levchenko is a member. Established in 2009, it considers appeals regarding discrimination and prepares recommendations for the Ministry of Social Policy to counteract detected violations. La Strada-Ukraine has initiated the documentation of gender discrimination in educational, cultural, and media spheres and partnered with NGOs and specialists in the Ministry of Social Policy to monitor special agencies and institutions that assist victims of family violence. This was an active year for public lectures organized by the Program on Religion and Culture. The annual Bohdan Bociurkiw Memorial Lecture was held on 19 September 2013 as a small symposium on the topic, “Commemorating the Christianization of Kyivan Rus', 1888-2013.” <br /><br />Professor Viktor Yelensky, a leading Ukrainian sociologist of religion from the Ukrainian Catholic University (Lviv) and the Drahomanov National Pedagogical University (Kyiv), spoke on “Religion and Politics: The Significance of the Ukrainian Commemoration of the 1025th Anniversary of the Christianization of Rus'.” <br /><br />The director of the program, Heather Coleman, spoke on the subject “Making a National Saint in the Southwest Borderland: St. Volodymyr, Local History, and the First Celebration of the Christianization of Rus' in Kyiv in 1888.” <br /><br />Professor Yelensky's visit was part of a larger speaking tour of Edmonton, Calgary, and Toronto, sponsored by CIUS, together with the Calgary Friends of the Ukrainian Catholic University, the Ukrainian Canadian Professional and Business Association of Calgary, the Ukrainian Catholic Education Foundation, and the St. Volodymyr Brotherhood in Toronto. <br /><br />Heather Coleman speaks at 6:45. <span style="font-size:13px;color:#000000;font-weight:400;text-decoration:none;font-family:Arial;font-style:normal;">CIUS interview audio.<br /><br />The student exchange program between the Ivan Franko National University of Lviv (Lviv University) and the University of Alberta (U of A) has completed its sixth year. In the 2011-12 academic year, two exchange students from the Faculty of Mechanical Engineering at the University of Lviv, Vira Holiyan and Ihor Kotsiuba, studied at the U of A.<br /><br /> Both Ukrainian students noted the importance of the well-structured curriculum at the U of A, course options, private rather than public announcement of grades, the greater openness of Canadian professors, and active student participation in class. They emphasized that courses they attended at the U of A tended to be more oriented toward practice than those in Ukraine. The Ukrainian students liked the U of A campus, where all facilities are in one place. In Lviv, by contrast, university buildings are scattered across the city. U of A libraries were also convenient to use and usually had the required books available. <br /><br />Both students stressed that they had little difficulty in working in English upon embarking on their studies here, partly because much of their language use centred on mathematical terminology, which is universal. In some cases exchange students from Ukraine had to devote several weeks to adjusting to the daily use of English upon their arrival in Canada. In everyday life, Ihor and Vira noted the comfort and convenience of Edmonton. They were impressed by Canadian hospitality and attracted by informal student culture, as manifested in casual clothing and eating habits. <br /><br />U of A students Stephan Pacholok (Faculty of Science) and Dominika Lirette (Faculty of Arts) were recipients of the Ivan Franko School of Ukrainian Studies Ukraine Travel Award at CIUS. The two attended the summer course “Ukrainian through Its Living Culture” offered annually in Lviv for the past eleven years by the Ukrainian Culture, Language and Literature Program in the Department of Modern Languages and Cultural Studies at the U of A. They found studying in Lviv an unforgettable experience that allowed them to improve their ancestral language through immersion in an authentic Ukrainian-speaking environment and everyday experience. They attended regular classes taught by Dr. Alla Nedashkivska, walked around the city, attended plays and concerts, and went to cafes and restaurants. The students were charmed by the rich cultural life of Lviv and its historical sites. There were also very emotional moments when participants met their families, and Lviv was an excellent base from which to travel the country.<br /><br /> On 30 November 2011, all four students participated in the third seminar in the series “Ukraine and Canada as Witnessed by Students,” which is organized to bring attention to the student exchange program between the U of A and Lviv University and other opportunities to study in Ukraine. The event was co-organized with the Alberta Society for the Advancement of Ukrainian Studies and the Ukrainian Students’ Society. The establishment of the new University of Alberta Ukraine Student Exchange Endowment Fund was announced at the seminar. CIUS regards the growth of the new fund as one of its priorities and encourages the community to expand the fund. The short-term goal is to increase its capital to $30,000 to fund one annual scholarship of $1,000. The long-term goal is to reach $100,000, which could provide two annual scholarships of about $1,800 each. The student exchange program between the Ivan Franko National University of Lviv (Lviv University) and the University of Alberta (U of A) entered its fourth year in the fall of 2009. In the 2009-10 academic year, two exchange students from Lviv University, Yuriy Kyrylych and Dmytro Hural, studied at the U of A. No exchange students from the U of A studied at Lviv University this academic year.<br /><br /> Yuriy Kyrylych is a fifth-year student at Lviv University’s Faculty of International Relations, where he is completing a master’s degree in international finance. Yuriy attended the U of A in the fall 2009 semester, taking three courses in the Faculty of Business: Decision Analysis, Advanced Corporate Finance, and Investments. <br /><br /> The second student, Dmytro Hural, completed his master’s degree in commercial law at the Lviv University Law Faculty in 2009, after which he began working in a Lviv law firm. In the fall 2009 semester Dmytro took courses in International Business Transactions, Public International Law, and Contracts. In the winter 2010 semester he took courses in International Criminal Law, Intellectual Property, and Corporate Securities. <br /><br />Dmytro and Yuriy explained that the comparative experience of taking courses at the U ofA gave them special insights, and that other exchange students from Ukraine could expect similar benefits. The two students agreed that the major prerequisites for students from Lviv University to succeed at the U ofA are good study habits, a sound knowledge of English, and the ability to master specific course terminology in a very short period of time.<br /><br /> On 29 November 2009 they gave a joint presentation at the Plast building on “The Legal and Economic Situation in Ukraine: Challenges and Perspectives,” sponsored by the Alberta Society for the Advancement of Ukrainian Studies. Yuriy Kyrylych focused on impediments to economic growth in Ukraine, while Dmytro Hural spoke largely about reforms needed to transform the legal system into one that is more predictable and equitable. <br /><br /> After four years of the exchange program’s existence, seven students from Lviv and four from Edmonton have studied at the partner institutions. Students from Ukraine have generally commented positively on the professor-student relationship at the U of A and on the opportunity to take courses not available at home or featuring somewhat different content from those offered at Lviv University. U of A students have stressed Lviv’s rich cultural life, the city’s architectural gems, and the improvement in Ukrainian that their stays brought. <br /><br /> Challenges to the long-term viability of the exchange are the higher costs and the relatively large amount of time needed to study abroad—at least one semester. During the 2008-9 academic year, one student from the U of A, Jordan Vincent, went to Lviv in the fall semester. Mr. Vincent is majoring in history and entered his fourth year of study in 2009-10. This was Jordan’s first visit to Ukraine. Overall, he was very satisfied with his stay and the improvement in his Ukrainian, especially with regard to comprehension. Using Ukrainian daily also made him more confident of his speaking ability. In Lviv he took courses in the Ukrainian language; musical folklore and folk singing; French; and cultural studies. Mr. Vincent was impressed by Lviv’s rich cultural life, its remarkable architecture, and the layout of the city Jordan Vincent centre. Bohdan Klid interviews Petro Malofij. <br /><br />God blessed him with a generous soul, a sensitive heart, and a deep love of Ukraine, the land where he grew up but had to leave in time of war. That love and desire to help his compatriots rebuild an independent Ukraine prompted Mr. Malofij to give generously of his resources. Following the tragic deaths of his niece, Marusia Onyshchuk, and his nephew, Ivanko Kharuk, in 1986, he established an endowment fund at CIUS named after them. The first donation of $10,000 was matched by the Government of Alberta, and today the principal of the fund stands at $152,057. Part of that amount came from Mr. Malofij s medical insurance, as he never required a medical leave in the course of his career. Peter Malofij was born in 1921 in Tulova near Sniatyn (present-day Ivano-Frankivsk oblast). His father spent the interwar period in Canada and then returned to develop a business at home. As a thriving proprietor, he was arrested after the war and taken to a Soviet prison, where he soon died. During the war, young Peter was selected to serve in the Galician Division and took part in the Battle of Brody. The end of the war found him in the British occupation zone of Germany and then in a prisoner-of-war camp in Rimini, Italy. He spent a brief period in Scotland before moving to Canada in 1952. Upon arrival, he lived on his cousin’s farm near Vegreville, Alberta, and settled in Edmonton in 1954. Here he worked as a crane operator and at other jobs, helping build tunnels and other urban infrastructure. Mr. Malofij began his charitable activity after his retirement in 1984. A self-effacing person, he shunned publicity and established his fund anonymously. Donating for various purposes, he made the development of young people’s education his priority. At first he supported the Ukrainian Free University in Munich, Germany. On learning about the Canadian Institute of Ukrainian Studies, he soon became actively involved in its support. Once Ukraine obtained its independence, new opportunities became available to help students in Ukraine. The cause closest to Mr. Malofij's heart was assistance to students from the Sniatyn region studying at the Yurii Fedkovych National University of Chernivtsi. Mr. Malofij recently began to support another important CIUS project—the excavation and restoration of Baturyn, the capital of Cossack Ukraine.
